Synopsis
Yuri Orlov (Nicolas Cage) is an arms dealer who travels the globe selling weapons to warlords and dictators in various conflict zones. He is pursued by an Interpol agent, Jack Hulane (Elias Koteas), who aims to put an end to Yuri's illegal activities. Along the way, Yuri faces competition from other dealers, including his mentor, Simeon Weisz (Ian Holm). He also struggles with his conscience as he witnesses firsthand the devastation caused by the weapons he supplies. The story culminates in Liberia during a civil war, where Yuri's actions have dire consequences.
