Judith Wilkes, an Australian reporter, travels to Malaysia to cover the story of Vietnamese boat people refugees. She becomes romantically involved with Kanan and forms a friendship with Lady Minou Hobday, who regularly visits 'Turtle Beach' hoping her own children might one day arrive there secretly.
