Synopsis
In Los Angeles, a gang of bank robbers, dubbed 'The Ex-Presidents', use masks of former U.S. presidents to commit their crimes. The FBI suspects that these criminals could be surfers, leading them to send young agent Johnny Utah undercover into the beach community to infiltrate and gather information on potential suspects.
